In legacy, gate creation would check to see if an existing (and valid) activator (i.e. button) was present before creating another one.
This no longer appears to be the case -- making a new portal will overwrite existing activators. As such, it is now only possible to create portals with stone buttons.
This should probably be changed for customisation purposes.
