Shown-hidden portals are possible.

The H flag overrides the S flag, and as such, they hidden.

Is this intended?
Is this combination something we should even support in the first place?

So I don't understand the issue here:

• A S portal is a force show portal // the portal can connect to any hidden portal
• A H portal is a hidden portal, it by default does not show up

So I don't see the why there would be a conflict, does the force show flag not force show hidden portals or something?

Turns out this possible conflict was related to upstream versions of legacy.
The S flag is handled differently in rewrite, and as such, this issue is no longer relevant.
