This flag makes it so that applicable gates are locked such that only their owner (or individuals with applicable perms) can open them.

Behavior when P-gate is entrance gate:

Only allow players with permission to create the gate to use the gate (if it is a normal gate, this means activating the gate. If it is always on, random, etc., this means entering the gate)

Of course, some sort of staff node would bypass this.

For personal gates, this will always be the gate's owner.

For specific networks, this would be the node needed to make a gate on that network.
