WORLDGUARD-3207 - Reported by Theepwner

When I set a potion to block from the list at http://jd.bukkit.org/rb/apidocs/org/bukkit/potion/PotionEffectType.html it doesn't always block the potion.

So I blocked the potion of INVISIBILITY and gave myself each type of that potion. I tried to drink the first potion, and it blocked it. I then tried to drink the extended version and it worked. But in my attempts of using the splash versions, it wouldn't let me use them on myself... But it would let me throw them when looking away from myself.
