WORLDGUARD-3318 - Reported by i9hdkill

Hi,
I am using the flag build deny on my global region on my citybuild server. Sadly since Beta 3/4 it prevents players from using commands that are opening a chest/inventory.
In my case /vote that opens a chest via the plugin chestcommands.

I cannot use the interact flag or remove the build flag as there are chests they shouldn't open and they shouldn't be able to build in the global region except in their own regions

Build 1558 fixed it for me. At least for chestcommands (I don't have other plugins like that, so I couldn't try it with similiar ones)
