Live UUID->name lookup when querying regions

Currently, names for UUIDs are read from the cache file, but if this file is cleared, WG will display only UUIDs, which is awfully unhelpful.

Why live? What about re-populating the cache on startup if it's deleted?

Could take quite some time, and it could become outdated within 5 minutes.
