when I put the flag build deny it doesn't deny the player from breaking or playing blocks

This is WorldGuard related. It's also unlikely to be a bug. Ops and players with region bypass can still build in "build deny" regions.

Also, regions prevent building by default, so it's unlikely you want to use "build deny" here.

We've been having the same issue on our server. Normal players without the region bypass permission can build in build deny regions. I have tested with all priorities, having build:deny and build:none, however the issue still occurs.

It'd be helpful to know what version you're using and see the info for the applicable regions.
