Works as intended. Claim is meant to claim to the command-user only, and checks things like # of regions owned, volume, etc as limited by the config.

If you're trying to make a region for multiple people as an admin, use /rg define. If you have a claiming system where players want to add friends to their region, have them add their friends as members.
