Inside "pvp deny" regions, players can hit themselves with bows

With build 1510, inside regions with the flag "pvp deny" players can hit themselves by shooting an arrow above their head.
I don't know if it's the correct behavior but with worldguard 5.x it wasn't happenning.

@sk89q This is still an issue. Can you add the flag you were talking about please ? It is very annoying in non-pvp zones.

Need to be reopened as the bug fix was reverted. Tested in 1570, users can hit themselves in no pvp regions with a bow

I'm unsure if I should make a new flag or add a special exception for just bows, since there are many ways to 'PvP' yourself.

Just wanting to state i'm still having this issue and actively looking for a fix. It should piggy-back the NO-PVP thing imo if the source is a player (even if its themselves).
