Version numbers are insufficient while both of those are in beta. Make sure you're up-to-date and report back.

No, I'm pretty sure it is an issue. It's because some blocks are items are "filtered out," which is not a problem for region protection, but is a problem for the blacklist.

@PseudoKnight yah I normally try to get versions but this has consistently an issue from all the ones i tried in 1.8+

It's just there's been a number of similar cases that have been fixed in both WG and Spigot recently. That's why the specific builds are important. It saves everyone time. But it's important to fix these issues, so it's good that you reported it. It worked out.
