When PVP is flagged deny in the global region, players get the message 'Hey! Sorry, but you can't PvP here.' when they use an enderpearl to teleport. It blocks fall damage and players could theoretically fast travel freely. Enabling pvp, fall damage occurs again and no message is outputted.

I'm assuming the change to the PVP flag in this commit is flagging the player using the enderpearl as trying to pvp (target) himself.
