Seems WorldGuard is broken. Using dev builds 1551 to 1559, I am unable to change non-opped players gamemode status. Tried in-game, tried from console. Those that have permission to change their gamemode themselves are unable to do it. Removing WorldGuard, alas it works. Downgrading WorldGuard to dev 1550, it works.

Same occurs for entering regions that force a specific gamemode. Can't change someone from creative to survival.
