WORLDGUARD-3331 - Reported by procrastination

Unless I'm really really dumb I can't blacklist brewing stands (even though it accepts it as an actual item)...
ex:
[enchantment_table,brewing_stand]
on-place=deny,tell
on-interact=deny,tell
message=Enchanting and potion making is disabled

banning enchantment_table works, but not any form of brewing stand with or without the underscore...

there is a different brewing stand item and block. you need to deny placement of the item and deny interaction with the block.

I haven't tested it but it's most likely that.
