In latest beta 5, tnt flags are broken for __GLOBAL__.

So in the latest beta build, on the GLOBAL region with tnt, creeper-explosion and other-explosion all set to deny, creepers still blow up and damage blocks.
Please fix ASAP, this is causing chaos on our server. Players builds are getting destroyed.
