I would appreciate, if there were a flag which defines wether animals can be killed without using the interact-flag, because I don't want to allow players modifiying repeaters, destroying Armor Stands, etc. they should be allowed to kill animals.

At the moment, players only can kill animals if they had permissions within the region.

The interact-flag does too much, the comments on the linked issue do not fit to my problem...
