WORLDGUARD-3380 - Reported by TheMattVid

I am using Snapshot 1582 and I have the problem listed in the title on every region in the server. I get the farewell message twice at once when I fly or walk out of a region. When I teleport out of a region, I get the message once upon the teleport, and a second time when I move following the teleport. It seems like both of these instances are set to running a farewell message when only one should be.

What version are you on? This might be related to WORLDGUARD-3362.

It's build #1582 that this is occurring on.

Build #1583 doesn't have the same issue.

If other people confirm that, both this issue and WORLDGUARD-3362 are indeed the same and have been fixed as they should have been, however i'm getting conflicting reports, as some people claim to still get the issue (WORLDGUARD-3362). It would be nice if someone who had both issues on 1582 could test on 1583, perhaps they are slightly independent issues.
That said, the code that was causing the invincibility issue doesn't even exist in 1583 anymore, so I dunno how it would still be happening.

I can indeed verify that this problem is nonexistent on 1583.
