The owner of a region can apply bonemeal to the ground at the region border. The grass will spread across the region border into a region the user does not have the rights for.

there is actually no way for us to check this. we'd have to prevent any use of bonemeal within 10 blocks of a region border, which is a bit of a hack.
then again, it's the same for portals...

I admit that this is not a HUGE issue. I don't think that people will start accusing others of griefing because of some grass growing. I could not find the issue in your issue list so wanted to let you know. Feel free to label this as "wont fix". I think it's better to leave this unfixed than preventing bonemeal use in a 10 block radius of a region. I had no idea how hard/easy it is to fix it.

yea might just do the same as for portals an make it optional.
