WORLDGUARD-3930 - Reported by Neutrix

On my server i have a couple of regions. But in now region a mob can spawn, this includes sheeps, cows, pigs, etc. They can't breed either. If you breed them, you get the XP but no actual babies. The spawneggs don't work and the command doesn't work too. Even on regions that don't have any flags, this error happens. It's really annoying, especially because my server is meant to be a roleplay server.
