I have seen requests for something like the Block Restricter bukkit plugin (which seems to not work/hasn't been updated.)

I recently discovered that in the event-handling config, I can whitelist certain interactions that a region restriction will ignore.

In lieu of a region flag, is it possible to similarly create a whitelist in the config for the on-break and on-place? I don't want to use blacklist-as-whitelist as a workaround because I'd like to keep the blacklist intact.

can already be done with build permissions if i'm understanding the question correctly

no? don't really understand what you are trying to do, blacklist and regions are completely separate as well.
