I'm using the latest builds worldguarda and worldedit on paperspigot 1.11. When I created the region and gave him a flag to build deny players can continue to build. At 1.10 I had no problem with that.

1. you don't need the build flag to prevent people from building
2. can't reproduce this issue at all
