it let players destroy the block it on but when it like this https://hydra-media.cursecdn.com/minecraft.gamepedia.com/7/78/Blank_Sign.png?version=4a2870fa678bd226c8cd76f379230758 it works and not let them destroy the block

worldguard doesn't have that sort of behavior. does that user get any messages when breaking either block? if i had to guess i'd say they have bypass perms for the region (perhaps from the admin perm?) and some other plugin is checking the connected-sign-block protection behavior.

edit: also try giving the user a piece of leather and the "worldguard.region.wand" permission and having them right click each block, that will tell them how worldguard is resolving their permissions. if the wand says "can you build: no" but they are still able to break blocks, that probably means they have bypass permissions.

every one on my server can do it and i move all my plugins in a new server that was the same as the one i had and it did not do it and i use all the same plugins it only doing this to my server

i don't even know what you're talking about. can you start again slowly at the beginning, maybe with some reference to what plugin this is supposed to be a bug report for?

is "rg" region? thus worldguard? what's happening exactly?

and when i have a sign place like the 1 link and it look like that but on a block it let some one still destroy the block and any thing blow the sign but when it like the 2 lick on a block it works fine but i have it set up so they destroy a block
