WORLDGUARD-3778 - Reported by Nicklander

I really need a chunk unload flag for worldguard.
Unfortunately I can't use that custom flag anymore on 1.11.
Is there any way I can prevent a chunk from unloading, or is it possible to integrate this in worldguard ?

entire point of the api was so that we don't have to add every flag idea people come up with.
