Hello,
Member can not build on his region which has priority 1 - this region is superimposed one more, which has priority -1. I will point out that some players have no problem building in such regions, and two to three have. Please find an error and fix it. Regards

I will add that this error affects only concrete, other objects work without problems.

Concrete can be laid by putting it from eg wood, example on screenshots:
