I have a protected region with vehicle-place, use, ride flags all set to allow. the vehicle-place, use, ride are all set to allow in global region as well.

When I try to place a minecart on the rails after deopping myself, the minecart vanishes from my inventory and does not appear on the rails, no message or error is given.

what makes you think this is WG? wg always gives messages when it denies that, unless you've explicitly removed the message.
