Concrete blocks (only) bug with build permissions on the edges of defined regions.

I would like to report a bug I found with all concrete blocks. When a region is defined and a member is added to the region the edges of the region are impossible to build on if they are surrounded by concrete blocks, it is also impossible to place concrete blocks on de edges of the region.
I spend hours trying to figure out the error thinking this was a matter of permissions or overlapping regions, but instead I found out the error only happens with concrete blocks.
An easy way to replicate the error is building a small 5x5 room all with cement, renting it and then trying to place anything on the walls while inside the room. You will not be able to do it.
