Chest doesnt transfer items into a minecart with hopper

The transfer of items from a chest into a minecart with hopper is broken. Without worldguard it works perfectly fine. The test constructions looks like this: https://imgur.com/a/uICSE.

pretty sure this is a duplicate of another issue. you should be able to allow chest-access flag or something like that to get it to work.
