Would it be possible to add a flag that clears a players inventory when they enter / exit a region?

Currently running a free build server but added a survival / RPG world using multiverse. Currently using permissions I have disabled the /give command on the RPG world but there is nothing to stop players from giving themselves the item on the free build side and taking the portal.
