WorldGuard cause a lot of lag (7.0-7.1)

Since we updated worldguard to version 7.0 and 7.1 respectively, TPS have started to drop when there are over 20-21 players. The server is on version 1.14.4 (Paper)

nothing has changed about that event on our side.
It seems more suspicious to me that you have 400 EntityInteractEvents per tick. Big mob farm or something maybe? Unsure what other blocks entities interact with beside farmland, but your timings doesn't really show worldguard to be at fault here.

Mobs is a problem on 1.14 really, but before the update did not lag so much at 20 players. Maybe it's because it's paper? It may not interact well with each other.

WG works fine with paper. the extremely limited view you gave of your timings shows that you have a massive amount of mobs throwing interact events. (400 per tick!). this is likely an issue with some mob farm and not paper or worldguard.
i'm having this issue.. when i get close to 20 players my server blows up..
