Describe the bug

To Reproduce

  1. Create a nether portal anywhere with WorldEdit.
  2. Go to plugins/WorldGuard/config.yml
  3. Search for ''allow-portal-anywhere: false''
  4. Set allow-portal-anywhere: false to allow-portal-anywhere: true.
  5. Reload the server or the WorldGuard.
  6. Join the server and break the block next to the portal.

Expected behavior

What should happen is the nether portal not breaking due to the setting above enabled, in earlier versions of WG it worked as intended, when players removed blocks next to NETHER_PORTAL, the portal wasn't breaking.

likely due to changes in how physics events work making them completely unusable for this purpose anymore. doubt we can do anything about it.
