Minecart Hoppers are not pulling from other Minecart Hoppers

Expected Behavior

For Minecart Hoppers to pull from Minecart Hoppers

Reproduction Steps

  1. Place a Minecart Hopper above a Minecart Hopper
  2. Claim it
