Add a global pvp off when pvp=on in server.properties

I would like it so I can turn pvp=on in the server.properties and than turn pvp off globally, meaning only in regions where pvp=on could people pvp.

Is this setting to turn off pvp globally or to make regions default to pvp off?

I'm pretty sure this makes regions default to pvp off... not make pvp off globally.

This does even set non-regions (so, globally) to off, unless there is a region which sets pvp=allow.

See this snippit of my plugins/WorldGuard/config.yml:

regions:
    enable: on
    wand: 287
    default:
        pvp: false
