Saw someone placing half steps in a protected area he does not have access to, when I walked up he had dirt in his hand and it was turning into half steps!

His explanation: in an area I do not have permissions to, if I place anything on top of or on the side of (I have to be aimed at the block) a half step, the item turns into a half step
