WORLDGUARD-2295 - Reported by Dark_Arc

There are far too many child commands for the region command at the moment, this could be partially solved by using @CommandPermissions(), however this causes problems with our current permissions system due to the usage of . meaning we cannot use consistent permissions to dictate the commands visibility.
