WORLDGUARD-2314 - Reported by dpp

I know this might be hard to do, but having a flag to disable fall damage if they land in a certain area would be really good (or if they fall from a certain area, whatever's easier. This would make lots of my ideas so much easier, so fall damage could be off for say, the spawn area (but just fall damage), or adventure areas, whatever, but still be on for everywhere else.
