Can't place blocks on halfstep and snow.

I'm not sure if this is an issue with Wg or not, but it seems like it started when i set up my blacklist. Even if users have rights to break/place snow/halfstep they are blocked from placing blocks directly onto snow/hs. They have to instead dig out the snow before building there, or break the halfstep and place a double manually.
