I can not make any flags in my regions

Now in the 1.4 update i think the flags have stopped working for me. I can not make any flags anymore. In 1.3 i was able to but in 1.4.2 it stopped work, somehow i got one to work but now in 1.4.4 it dont seems to work at all.
I make a flag but it don't load in the config. So if i flag pvp still players can attack each other.

No, it just wont load.
