Fishing rod cannot be blocked by blacklist-use

I try to blacklist the use of a fishing rod, it doesnt prevent players from fishing. It only blocks right clicking if they are aiming at a block. If they right click the air with the pole, it sends out the line normally. Need a way to block players from fishing.
