WORLDGUARD-2405 - Reported by Josh.vdub

Every time a region is created or deleted it saves all the regions. this causes really bad lag on my server even with a solid state hard drive as there are thousands of regions. Is there any way to toggle automatic saving to happen only on server shutdown, or is the MYSQL saving system fixed? If I remember correctly there was the same issue where the entire mysql database would be re-saved causing up to minutes of server lock. I am currently using the file format, but this is a pretty big issue as it gets bad enough where multiple people create/delete a region near the same time everyone gets disconnected due to the lag it causes.
