Fireworks can launch off chests even if blocked in blacklist.

I have fireworks blocked in our blacklist and its working perfectly fine. The only issue is users can still launch them off a chest. They cannot launch them off any block with can-use disabled in the blacklist however placing on a chest by right clicking still launches the firework.
