WORLDGUARD-2455 - Reported by Kainzo

I've tested this on my test server, I have disabled the Ghast setting in the region and it does not correctly block the Blaze from setting the ground on fire with its SmallFireball.

Things to note:
Ghasts shoot LargeFireball
Blazes shoot SmallFireball

Also to note, in my own personal testing with Heroes Skills, I was unable to remove the "ignition" portion from SmallFireball (or LargeFireball) projectiles when attacking players in a NO-PVP area.
