WORLDGUARD-2458 - Reported by mogget

World guard is letting me set some flags and set the regions but it is not allowing region owners to build or destroy and then certain areas that don't even have world guard on them are stopping me from building without giving any permission errors or anything. I've checked the console and nothing is coming up.
