No matter what you set this option its always block portal from creation. I checked it on older version of WG, before that change and it was working.

In older versions of WorldGuard there is no problem like that. I even experiment (just experiment) to replace WorldGuardEntityListener.java file from older version and then it works.
I did two tests more:
Server only with WorldGuard and WorldEdit: Not helped ( http://pastebin.com/a6TFAdsM )
Clean CraftBukkit, not spigot: Not helped ( http://pastebin.com/iWrBkRBK )

EDIT: And yeah, this time on diffrent computer.

yes, the feature was only implemented recently
when the dragon dies, can you even see it shine and does it drop exp?

Yes, it drop exp every time. Whatever is spawned by The End world generation or spawned by command. Killed by bow, sword, anything... nothing works.
