WORLDGUARD-2466 - Reported by oorolandoo

I have a lot of worldguard regions with build and use flags. Most of the should have -g owners and -g members allowed to build/use but it only lets me set one (this may not be a bug, not sure on that part) the bug I have found is that if I have -g owners allowed to build ANYONE (non owners/non members and people without bypasses) can build/use anything in the region. the only way I can stop them from building/using is by denying use/build to -g all. (then owners/members can't use the region) I have tried a lot of different things and asked for help on the IRC but nobody could fix it. so I assume this is a bug.

build permissions should be done via construct group flag
not all flags actually use the -g part, honestly i'm not sure why they are there
