This error has been plaguing multiple server owners. There is a thread on the Spigot forums describing it as well as input from Bukkit mod md_5.

Oddly enough, the other report I've had of this error was also from someone using Spigot.
Can you do /wg report -p and post that and then try using normal craftbukkit.

It was me wizjany, the problem lags the entire server without any solution possible :( Only way to stop it is to restart. Here's my wg report.
