WORLDGUARD-2501 - Reported by Saudademaru.Envy

I am trying to do something like say I have building A inside of building B. I don't want people to build inside of B but I do inside A. For some reason this seems to not let people build at all inside of A. I have regions set for both, I have gave priority to A, set members and made A the parent of B. Nothing seems to help. Also when I do the allow command for A I get an error. Deny works just fine but allow doesn't. If I type the same thing in without saying allow or deny then it says it has been cleared (which I assume means allowed).
