WORLDGUARD-2578 - Reported by Wyatt.Lam

I'm trying to make a server with a nice spawn, but when I try to enable flags, they don't work. PVP doesn't, mob-spawning doesn't, nothing does, and when I search for the defined regions in the regions.yml, they aren't there. What is going on? I am setting the regions right, or am I? People have told me different things, but it is /rg define [Id] [owner] [owner 2] [owner 3] etc, right? Please reply soon.
