If you own an area but not the floor, you can place fire but not remove the fire you placed.

Example:

Black wool to black wool=I have permission to the area
Cyan wool floor=I dont have permissions to the area

I can place fire on the cyan floor that i don't own because the fire block will be on the area i own
but after I place the fire, i can't remove it with the hand(I can place block on it and break the block)
