WORLDGUARD-2645 - Reported by Cake_Walker

So I have Worldguard version 5.7.3 and Im not getting any errors or anything. I just have my global region with the flag vehicle-place DENY and it simply doesnt work. Ive tried disabling it in the blacklists so people cant place them and it didnt work. Im using PlotMe along side WorldGuard and all my other flags work so I dont really think its a conflict. Just curious if we can figure something out.

currently we check the build flag for the area as well so that if someone can build (eg they are a member or it's the global region, which allows building), they can place vehicles regardless of the vehicle-place flag...similar to how chest access works

you can, however, blacklist item-use for the item ids (328 for regular minecart, etc) which does work
