Cows cannot be milked if "build" is set to "deny"

It seems all uses of buckets are blocked - even milking cows. Perhaps some flag should override this behavior for cow milking? Either that, or cow milking could be allowed regardless of the state of the "build" flag. After all, mooshrooms can be milked for mushroom stew regardless of it.
