Setting flag exit to deny in a region causes enderpearls to not be usable

Basically, if you have a region, and you then set exit to deny, then non-OPs will not have permission to use enderpearls. Even if the enderpearl flag is set to allowed.

Hm, I believe I intentionally allowed the movement flags to override the enderpearl flag.

Would it be possible to not have them override the enderpearl flag when the enderpearl flag is set? Thereby only overriding the flag when the enderpearl flag isn't set.
